Docket No. 50-206 Amendment Application No. 165 San Onofre Nuclear Generating Station Unit 1 is Amendment Application No. 165 to Provisional Operating License DPR-13. Amendment Application No. 165 consists of Proposed Change No. 207, which is a request to revise Section 3, "Contents and Conditions," of Provisional Operating License DPR-13. Proposed Change No. 207 will add License Condition 3.M, "Cycle X Thermal Shield Monitoring Program" to require that a program be established to monitor the condition of the reactor thermal shield for Cycle X operation.

This proposed change is being submitted to provide the NRC with the necessary assurance that they will be formally advised of proposed SCE plans and actions should further thermal shield degradation occur. The enclosed proposed change provides that assurance by establishing a monitoring program which includes NRC reporting requirements. SCE requests that the NRC take the actions necessary to support review and approval of this proposed change in an expeditious manner to support timely restart of San Onofre Unit 1.

As Attachment 2 to Enclosure 1 contains information proprietary to Westinghouse Electrical Corporation (specifically, WCAP-12148), it is supported by an affidavit signed by Westinghouse (Enclosure 2), the owner of the information. The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph(b)(4) of Section 2.790 of the Commission's regulations.

Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10 CFR Section 2.790 of the Commission's regulations. A separate, non-proprietary version of WCAP-12148 is numbered WCAP-12149 and is also provided as Enclosure 3.
