Reference:
Letter, Harold R. Denton, NRC, to Kenneth P. Baskin, SCE, dated December 18, 1986 The referenced letter issued NUREG-0829, "Final Integrated Plant Safety Assessment Report" (IPSAR) for San Onofre Unit 1. The report documented completion of the Systematic Evaluation Program and started the time clock established by 10 CFR 50.71(e)(3)(ii) for SCE to submit an Updated Final Safety Analysis.
Pursuant to 10 CFR 50.71(e)(3)(ii), we submit the enclosed Updated Final Safety Analysis Report (UFSAR).
This report completely supplants the Final Safety Analysis submitted in 1970. The enclosed UFSAR is generally based on Revision 1 to Regulatory Guide 1.70. However, we have modified certain chapters to better reflect the unique history of San Onofre Unit 1. For example, Chapter 3, Design of Structure, Components, Equipment and Systems, deviates from the standard format in order to better characterize the development of design criteria considering the SEP evaluations for seismic design, tornado considerations, etc.
Likewise, Chapter 15, Accident Analyses, follows the listing of accidents as they were evaluated during the SEP.
These deviations are consistent with guidance provided in the supplementary information provided in the Federal Register (Volume 45, No. 92, pp 30614-30616) which indicates that "(t)he format to be used for the FSAR revisions is the option of the licensee."
In addition, where the standard format requested information that was not available, it was not developed, again consistent with the supplementary information provided in the Federal Register. This has caused some minor renumbering of the sections listed in the Regulatory Guide.
As further required by the above stated regulation, the enclosed UFSAR is up-to-date as of a maximum of six months prior to the date of filing. We have, however, attempted to make note where appropriate of those portions of 8901040064 8812:23 10 PDR ADOCK 05000206 K
