Letter, M. 0. Medford, SCE, to USNRC, dated July 13, 1988 In the referenced letter, SCE committed to reanalyzing the RCP shaft break transient with a new Variable Low Pressure (VLP) trip program adjusted for reduced T-avg operation. This analysis has been completed and the results demonstrate that with the new VLP trip program, the transient acceptance criteria is met for reduced T-avg operation. The peak RCS pressure reached during the transient is less than that which would cause stresses to exceed the faulted condition stress limits; therefore, the integrity of the primary coolant system is maintained. The peak clad surface temperature calculated for the hot spot during the transient of 2390*F remains less than the Westinghouse acceptance criterion for stainless steel 304 (2450 0F);
therefore, the core will remain in place and intact with no loss of core cooling capability. Additionally, the results show no fuel rods in the core undergo DNB.
SCE plans to submit an amendment application to revise the technical specifications to reflect the new VLP trip program. Shaft break is an open SEP issue; therefore, implementation of any required actions would normally be scheduled in accordance with the Integrated Implementation Schedule (IIS).
Since no plant modifications are required in this case, SCE will submit this amendment application to the NRC in May 1989 so that this issue will be resolved independent of the IIS.
