Docket No. 50-206 Amendment Application No. 136 San Onofre Nuclear Generating Station Unit 1 Enclosed are three executed and forty conformed copies of Amendment Application No. 136 to Provisional Operating License No. DPR-13. Amendment Application No. 136 consists of Proposed Changes No. 159 and No. 162 which are revisions to Appendix A, Technical Specifications, of Provisional Operating License No.
Proposed Change No. 159 is a request to revise Appendix A Technical Specifications by incorporating four new Sections, 3.20 Dedicated and Alternate Shutdown Systems, 3.21 Emergency Lighting Units, 4.20 Dedicated and Alternate Shutdown Systems Surveillance and 4.21 Emergency Lighting Units Surveillance and their associated bases.
Proposed Change 162 is a revision to Table 3.14.1, Required Sprinkler and Spray Systems and Table 3.14.3, Fire Detection Instruments, of Section 3.14, Fire Protection Systems of Proposed Change No. 136 to Appendix A, Technical Specifications for San Onofre Nuclear Generating Station, Unit 1. Proposed Change No. 136 was submitted as part of Amendment Application No. 120 dated June 8, 1984 and revised by letter dated December 17, 1985. Proposed Change No. 136 provided an overall revision to the existing fire protection technical specifications to incorporate new equipment and revised concepts associated with recent revisions of the Standard Technical Specifications. Since the revisions which were previously provided in Proposed Change No. 136 are extensive, Proposed Change 162 used Tables 3.14.1 and 3.14.3 as specified in Proposed Change No. 136 as the basis for the revisions rather than using the existing technical specifications.

May 19, 1986 These proposed changes have resulted from modifications installed as part of the efforts to comply with the safe shutdown requirements of 10 CFR 50 Appendix R. Since SCE is committed to implementing all applicable Appendix R requirements, San Onofre Unit 1 will be operated in accordance with Proposed Change 159 when returned to service in June 1986. In addition, new fire protection equipment in a category covered by existing Technical Specifications will be treated in accordance with the existing Technical Specifications for that equipment. The fire protection equipment in a category not covered in the existing Technical Specifications will be treated in accordance with the Proposed Change 136.
Pursuant to 10 CFR 170.12, the review of Proposed Changes 159 and 162 contained in Amendment Application No. 136 has been determined to require a fee of $150.00. Accordingly, SCE's check in the amount of $150.00 is enclosed.
