Docket No. 50-206 Administrative Supplement to Amendment Application No. 183 San Onofre Nuclear Generating Station Unit 1 The purpose of this letter is to withdraw a recently proposed editorial correction to the San Onofre Unit 1 operating license.

The proposed correction is contained in an administrative supplement to Amendment Application No. 183. Amendment Application No. 183 converts the existing emergency diesel generator license conditions into requirements of the plant Technical Specifications (TS).

This amendment application was submitted by SCE on June 5, 1990, and was noticed by the NRC in the Federal Register a few weeks thereafter. An administrative supplement was submitted on September 26, 1990. The primary purpose of the administrative supplement was to alter the format of Amendment Application No. 183, without introducing technical changes in the proposed text. This alteration in format was necessary to make Amendment Application No. 183 consistent with Amendment Application No. 180, which was approved by the NRC on August 14, 1990.

Amendment Application No. 180 addressed the redesign of the 480V emergency power.

We are withdrawing the proposed correction to Table 4.1.2. This correction would have restored the surveillance frequencies pertaining to Items 11, 12 and 13 of Table 4.1.2. These surveillance frequencies were removed from the table due to an oversight during the preparation of Amendment Application No. 180.

On September 27, 1990, we discussed the status of the administrative supplement in a telephone conversation with Mr. J. E. Tatum, the NRC project manager. He informed us that the proposed correction to Table 4.1.2 requires noticing in the Federal Register and, therefore, the administrative supplement cannot be approved in its entirety without delaying the approval of Amendment Application No. 183.

Document Control Desk September 28, 1990 on September 27, 1990, we are withdrawing the proposed correction to Table 4.1.2. We are taking this action to ensure that Amendment Application No. 183 will be issued in time to support our testing schedule for the diesel generator in mid November 1990.

In the near future we will be re-submitting the correction to Table 4.1.2 as part of another amendment application.

This amendment application will be devoted to correcting of editorial errors and discrepancies that have been found in the existing TS.
