Docket No. 50-206 Amendment Application No. 181 San Onofre Nuclear Generating Station Unit 1 Enclosed is Amendment Application No. 181 to Provisional Operating License DPR-13. This application consists of Proposed Change No. 222 which is a request for approval of the thermal shield support system replacement design, and a request to revise License Condition 3.M to continue the thermal shield monitoring program for Cycle 11 operation.
The thermal shield support system redesign results in a thermal shield configuration which is similar to, but stronger than the original design, and corrects deficiencies in the original design. Although no degradation of the redesigned thermal shield support system is expected, the proposed monitoring program will detect changes in the support system, should any occur, prior to significant degradation.
SCE requests expeditious NRC review and approval of this Amendment Application. To support our request for an expeditious review, we suggest a meeting with the NRC staff during the week of April 30, 1990, to discuss the thermal shield support system replacement and the Cycle 11 monitoring program.
We respectfully request NRC approval of this proposed change by July 15,1990, to support our planned outage activities.
It should be noted that Attachment 3 to the enclosed amendment application contains information proprietary to Westinghouse Electric Corporation, which is supported by an affidavit signed by Westinghouse, the owner of the information. The affidavit sets forth the basis on which the information may cove be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph(b)(4) of Section 2.790 of the.Commission's regulations. Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public 4
disclosure in accordance with 10 CFR Section 2.790 of the Commission's regulations. A separate non-proprietary version of Attachment 3 is also provided.
