Response to NRC Bulletin 88-10, Supplement 1 This letter provides, as Enclosure 1, a supplement to Southern California Edison's (SCE's) response to NRC Bulletin 88-10 Supplement 1, "Nonconforming Molded Case Circuit Breakers."
SCE's original NRC Bulletin 88-10 response was provided by Reference 1.
Reference 2 supplied additional information on Bulletin 88-10 regarding traceability verification for installed and spare molded case circuit breakers (MCCBs).
In Reference 3, SCE addressed seven clarifications to Bulletin 88-10, which the NRC issued as Positions 1 through 7 in Supplement 1 to the Bulletin. As documented in Reference 3, our evaluations of the seven Supplement 1 Positions concluded that the previous SCE submittals (References 1 and 2) were consistent with five of the seven positions, the two exceptions being NRC Positions 1 (Traceability of Circuit Breaker Procurement) and 5 (Use of Nonconforming Circuit Breakers as Spares).
In Reference 3, we discussed plant modifications which had been completed to address Position 5 and committed to supply the required additional information in response to Position 1.

0 Document Control Desk March 12, 1990 This submittal provides the SCE response to Position 1 of NRC Bulletin 88-10, Supplement 1. Position 1 states: "If CBs are traceable to an original plant construction order and the CBs were received prior to August 1983, there is reasonable assurance that the CBs are acceptable and no additional traceability is required."
Use of this NRC Position 1 has allowed us to reclassify 167 spare MCCBs as traceable which were previously classified as untraceable. These 167 MCCBs have been deleted from the previously submitted list of untraceable spare MCCBs. A revised list of nontraceable spare MCCBs is provided as Attachment 2 to Enclosure 1 of this submittal.
This Position 1 response does not change any conclusions presented in our previous Supplement 1 submittal for the other six NRC Positions (Reference 3), and it completes all SCE required responses to NRC Bulletin 88-10, Supplement 1.
In order to complete all other required NRC Bulletin 88-10 responses, SCE still needs to submit two additional reports as committed to in Reference 1.
These reports will summarize the testing results for MCCBs installed in Units 1 and 3. The submittal dates for these reports are 30 days following startup from the Unit 1 Cycle 11 and Unit 3 Cycle 5 refueling outages, respectively.
The currently estimated completion dates for these two refueling outages are November 28, 1990, for Unit 1 and July 1, 1990, for Unit 3.

II.
SCOPE In response to NRC Bulletin 88-10 Supplement 1, Southern California Edison (SCE) reviewed our previousBulletin 88-10 submittals (References 1 and 2) against the additional clarifications of the Bulletin supplement (NRC positions 1 through 7).
This review indicated that our previous submittals were consistent with the supplement clarifications except for NRC positions 1 and 5.
SCE completed and submitted the required corrections for NRC position 5 in Reference 3. Additional time was required to complete our review in response to NRC position 1.
The review for NRC Position 1 is now complete for San Onofre Nuclear Generating Station (SONGS) Units 1, 2 and 3. The results are summarized in this additional supplement to the Original SCE Response. It does not change any findings or corrections provided in the SCE Response to NRC Bulletin 88-10 Supplement 1 for the other six NRC Positions.

III. PREVIOUS SCE RESPONSE NRC Bulletin 88-10 states:
Item 4:
Identify and verify the traceability of all Molded Case Circuit Breakers that have been purchased between August 1, 1983 and August 1, 1988, and installed in safety related applications as replacements or installed during modifications.
Item 1:
Identify and verify the traceability of all Molded Case Circuit Breakers purchased prior to August 1, 1988 that are being maintained as stored spares for safety related applications.
NRC Bulletin 88-10, Supplement 1, NRC Position 1 states:
"If MCCBs are traceable to an original plant construction order and the MCCBs were received prior to August 1, 1983, there is reasonable assurance that the MCCBs are acceptable and no additional traceability is required."
The finding for NRC Position 1 in SCE's Response to Supplement 1 states:
"SCE traceability investigation was extended to all spare MCCBs regardless of the purchase date. As a result, SCE did not remove MCCBs received prior to August 1, 1983, or MCCBs purchased for original construction from this traceability effort. The determination of traceability was based on verifiable purchase order documentation only. This effort was documented in Appendix C of the Original SCE Response."
The finding further states:
"Based on the clarification provided in NRC Position 1, SCE will update our original response to designate MCCBs received prior to August 1, 1983, and which are traceable to an original plant construction order as traceable per NRC Bulletin 88-10 requirements."

IV.- REVISED SCE RESPONSE TO NRC POSITION 1 Based on the SCE finding stated for NRC Bulletin 88-10 Supplement 1 Position 1, SCE has reviewed the Spare and Installed Population of MCCBs to determine which were procured as original construction and thus might be designated as traceable to the circuit breaker manufacturer.
This was intended to establish the acceptance of MCCBs which had otherwise been designated as not traceable to the circuit breaker manufacturer. SCE considers MCCBs as traceable to an original plant construction order if they were: (1) installed in original equipment assemblies during either initial plant construction or major system modifications; or (2) procured as spares under the original equipment purchase order or as part of the initial order of spare parts supplied by the equipment manufacturer.
The MCCB traceable population was not included in this review as they had already been determined acceptable under rigorous Quality Assurance investigation. A major portion of the Purchace Orders (POs) for traceable MCCBs are also of original construction and would otherwise be under consideration for Position 1.
Of the nontraceable MCCB population, SCE identified 11 POs representing 220 MCCBs which were for original construction. contains a description of these 11 POs.
SCE identified this group of MCCBs in conjunction with other actions which are described in the SCE Response to Supplement 1 for NRC Position 4. The 11 POs applied to either original equipment assemblies or the initial supply of spare parts.
In each case, the equipment manufacturer accepted Title 10 CFR quality assurance and reporting requirements (i.e. Part 21 and Part 50 Appendix B).
The 220 MCCBs associated with the 11 POs are spares in quarantine and are not included in the Installed Population.
Seven of the 11 POs (involving 167 MCCBs) have MCCB receive dates prior to August 1, 1983.
Therefore, in accordance with NRC Position 1 these 167 MCCBs are now considered traceable.
Appendix A (non traceable MCCBs) from the Original SCE Response is hereby revised to reflect the change in status in MCCB traceability status for these 167 MCCBs. A revised Appendix A (with the 167 MCCBs deleted) is included as reflecting this change in MCCB status from nontraceable to traceable.

There are no further corrections needed to SCE's response to NRC Bulletin 88-10 Supplement 1 based on the review summary described above for NRC Position 1. This additional response completes the reporting actions which were committed to in SCE's Response to Supplement 1 of NRC Bulletin 88-10.
