Docket No. 50-206 Special Report San Onofre Nuclear Generating Station, Unit 1 Pursuant to Technical Specification (TS) 6.9.2 and Table 3.5.10-1, Action Statement 27, of Provisional Operating License DPR-13 for San Onofre Unit 1, this letter provides the required Special Report for radiation monitoring instrumentation being out of service for greater than seven days.
On September 29, 1987, at 0020, with Unit 1-at 92% power, Plant Vent Stack Wide Range Gas Monitor R-1254 was removed from service to perform the 18-month.
channel calibration surveillance. As required by the TS Limiting.Conditions for Operation, the preplanned alternate method of monitoring was initiated.
In order to perform the calibration, components associated with the monitor had to be removed from the R-1254 skid.
As components were being removed, corrosion of component mounting bolts was noted. Efforts to identify and evaluate the extent of corrosion throughout the monitor skid had been initiated previously and are continuing. Corroded parts that are identified and determined to require replacement will be replaced prior to-returning R-1254 to service.
Although calibration of the monitor was expected to require more than the seven days permitted by the Action Statement, additional work resulting from the corrosion noted above has further extended that schedule. Calibration work and replacement of corroded components are continuing. It is anticipated that R 1254 will be returned to service by October 31, 1987.

-2 An engineering evaluation has determined that the observed corrosion did not affect the operability of the monitor, therefore, R-1254 remained operable prior to being removed from service for this surveillance activity. The evaluation is continuing to determine the appropriate long term corrective action.
The health and safety of plant personnel or the public was not affected by this event, since additional Plant Vent Stack monitors were available.
