Reference:

Letter, Kenneth P. Baskin (SCE) to H. R. Denton (USNRC) dated May 19, 1986, "Amendment Application No. 136" The reference provided Proposed Change No. 159 to Appendix A, Technical Specifications to Provisional Operating License No. DPR-13. This proposed amendment adds new Limiting Conditions for Operation, Action and Surveillance Requirements pertaining to Emergency Lighting Units. As stated in the reference, San Onofre Unit I is being operated in accordance with the Proposed Change.

Pursuant to Section 3.21 of the Proposed Change, this submittal provides the Special Report for 8-hour Emergency Lighting Units being inoperable for greater than 60 days.

Three 8-hour Emergency Lighting Units were found to have failed during routine surveillance testing. Two (EL-L1-39-6-R and EL-L1-39-8-R) located in the turbine building were found failed in November 1986, and one (EL-L2-33-13-R) located in the yard area was found failed in February 1987. Equivalent lighting (e.g.,

flashlights) have been provided in accordance with the proposed Technical Specification Action Statement, and will remain in effect until the Emergency Lighting Units are returned to service.

-2 The failure of EL-L1-39-6-R was due to a loose terminal caused by a failed solder connection. The terminal was resoldered, and the Emergency Lighting Unit was tested satisfactorily and returned to service.

For EL-L1-39-8-R and EL-L2-33-13-R, the cause in each case was a failed printed circuit board. Due to parts unavailability, replacement of the circuit boards has not been possible until the current mid-cycle outage. Following completion of satisfactory testing, both Emergency Lighting Units will be returned to service. No further corrective action is anticipated.
