San Onofre Nuclear Generating Station, Unit 1 In accordance with USNRC Region V Confirmatory Action Letter (Mr. J. B. Martin to Mr. Harold B. Ray dated April 20, 1987), this submittal provides LERs describing Engineered Safety Feature (ESF) actuations which occurred between January 1, 1986 and May 31, 1987. Additional information related to the submittal of such reports is contained in an inspection report forwarded to SCE by Mr. A. E. Chaffee letter to Mr. Kenneth P. Baskin, dated, April 15, 1987.
As noted in the inspection report, SCE provided the basis for its interpretation regarding the reportability of certain ESF actuations in a letter dated March 5, 1987 from Mr. H. E. Morgan to Mr. P. Johnson (NRC Region V).
Each of the events reported.in the attached LERs was considered by SCE, at the time, to be ESF actuations that did not meet the reporting requirements of 10 CFR 50.73.
In accordance with the Confirmatory Action Letter SCE has modified appropriate procedures to require that any ESF actuation, that is not "pre-planned" as part of a normal evolution, be reported to the NRC pursuant to 10 CFR 50.72 and 50.73.
