Docket No. 50-206 Radiological Emergency Response Plan San Onofre Nuclear Generating Station Unit 1 Pursuant to 10 CFR 50.54(s)(1) and (u), enclosed are ten copies of the report entitled, "Emergency Plan for San Onofre Nuclear Generating Station, Unit 1, January 2, 1981 (Draft)." The enclosed Plan is complete, except for final editing, the inclusion of copies of appropriate letters of agreement, various detailed lists of equipment, a listing of the implementing procedures, various figures and other graphic materials and the emergency response plans of state and local guvernments. The emergency response plans on the part of San Diego County, Orange County, U.S. Marine Corps Base, Camp Pendleton, Sari Clemente, San Juan Capistrano, and State Parks as local governments within the ten mile plume exposure pathway emergency planning zone have been written. Under California law, these local jurisdictions have full responsibility and authority to produce such plans without further administrative action by the State.

The existing State Plan, dated July, 1978, previously submitted on Docket No. 50-206, was concurred in by the NRC in August, 1978.

The emergency response plans for San Diego County and Orange County have been formally adopted by the respective Board of Supervisors and that for the U.S. Marine Corps Base, Camp Pendleton has been adopted by Base Order issued by the Commanding General.

These plans are currently being reproduced

for submittal to the NRC. With respect to the emergency response plans for a9 the cities of San Clemente and San Juan Capistrano, the plans are currently awaiting administrative approval by the respective city councils.

Upon

-13"v approval, these plans will be submitted to the NRC.

In addition, a procedure 110 to meet federal requirements for evacuation of affected state park properties 6 has recently been adopted by the local area Manager of California State Parks and is currently being reviewed by the Regional Office in San Diego. Upon approval, the procedure will be submitted to the NRC.

In addition, the emergency response plans for San Diego County, Orange County, U.S. Marine Corps Base, Camp Pendleton, San Clemente, and San Juan Capistrano will be submitted as soon as they become available, but by no later than January 31, 1981.

Pending implementation of the enclosed Plan in accordance with 10 CFR 50.54(s)(2), the existing Emergency Plan for San Onofre Unit 1 will remain in effect.
