A copy of our recently completed buckling analysis for the SONGS 1 containment structure (SCE Calculation No. DC-3608, revision 0) is enclosed to support your review concerning Systematic Evaluation Program Topic III-7.B, Design Codes, Criteria, and Load Combinations. As recommended in Reference 1, the finite element analysis was completed to document the ability of the containment to resist buckling due to thermal loading during an accident.

The enclosed calculation, in conjunction with an earlier assessment on this subject (Reference 2), demonstrates that the containment structure is not susceptible to buckling failure as a result of thermal loading. The analysis determined that the containment sphere wall temperature would have to reach a minimum of 340*F before buckling instability could occur. This buckling threshold temperature is much higher than the maximum sphere wall temperature predicted by our safety analyses (less than 280*F for both loss of coolant and steamline break accidents).

Therefore, the SONGS 1 containment structure has adequate margin for resisting buckling failure as a result of an accident.
