Southern California Edison Company 23 PARKER STREET IRVINE, CALIFORNIA 92718 F. R. NANDY July 16, 1991 TELEPHONE MANAGER, NUCLEAR LICENSING (714) 454-4504 U. S. Nuclear Regulatory Commission Attention: Document Control Desk Washington, D.C. 20555 Gentlemen:

Subject:

Docket No. 50-206 Thermal Shield Replacement Support System Neutron and Acoustical Noise Acceptance Criteria San Onofre Nuclear Generating Station, Unit 1 This letter revises our schedule for submitting the thermal shield neutron and acoustical noise acceptance criteria. Due to unscheduled outages it is necessary to extend the submittal schedule to September 20, 1991. This letter also provides a consolidated schedule for the remaining thermal shield issues combining the remaining responses to Amendment No. 140 and the responses required as a result of a meeting with the NRC staff on October 3, 1990.

NRC Amendment No. 140, issued on December 19, 1990, provided NRC approval of the replacement thermal shield support system design, but also required resolution of several open issues. We submitted a schedule for responding to these issues in our February 20, 1991 letter. The enclosure to this letter provides an update and status of the items discussed in the February 20, 1991 letter as well as a schedule for submittal of the items required as a result of the October 3, 1990 meeting.

The submittal of the acceptance criteria for acoustic and neutron noise monitoring was scheduled for July 22, 1991, which is 120 days after return to service. This schedule allowed time for 60 days of monitoring during operation at 85% power or greater as required by license condition 3.M.

Due to an outage following the return to service, it will take longer than anticipated to achieve 60 days of operation at 85% power or greater. As a result, the schedule to submit the acceptance criteria will be extended to September 20, 1991. There are no other revisions to the schedule presented in our February 20, 1991 letter.
