SAN ONOFRE NUCLEAR GENERATING STATION UNIT 1, STATION BLACKOUT ANALYSIS The NRC staff safety evaluation (SE) with attached technical evaluation report (TER) prepared by Science Applications International Corporation (SAIC) on the subject of station blackout at San Onofre Unit 1 is enclosed. The evaluations are based on your submittals dated April 17, 1989, May 1, 1990, August 6, 1990, and December -5, 1990. The TER was prepared November 15, 1990 and does not include an evaluation of material provided by your December 5, 1990 submittal.
Additionally, a teleconference between your staff and the NRC staff was held on June 22, 1990 to discuss station blackout related issues.
Based on the information provided by the communications referenced above, our evaluations conclude that San Onofre Nuclear Station, Unit 1 is not in conformance with the station blackout rule as supplemented by guidance provided by Regulatory Guide 1.155, and NUMARC 87-00. Within 60 days, please submit a response addressing the areas of non-conformance identified by the enclosed evaluations.
