This letter withdraws a pending relief request concerning the inspection of safety-related welds for San Onofre Unit 1. As explained below, a relief request is not required at this time.
In the reference letter, we requested relief from the requirement to volumetrically examine five welds (253, 254, 263, 264 and 604) which were scheduled to be inspected during the Cycle 11 refueling outage. These welds are required to be periodically inspected in accordance with Technical Specification 4.10, "Augmented Inservice Inspection of High Energy Lines Outside Containment." In our relief request, we described difficulties we anticipated in conducting volumetric inspections and proposed surface examinations as an alternative. However, during the recent (Cycle 11) refueling outage we were able to successfully examine four of the five welds volumetrically. We have now rescheduled examination of the remaining weld (number 604) to the Cycle 12 refueling outage in accordance with applicable provisions of Section XI of the ASME Code. Specifically,Section XI allows a one year extension of an inspection interval to permit inspections to be concurrent with plant outages.
