Dear Mr. Ray:

SUBJECT:

SAN ONOFRE UNIT 1 INTAKE STRUCTURE DEGRADATION (TAC NO. M74168) (items (1) through (11)) documents the identification, evaluation, and resolution of concerns related to the San Onofre Nuclear Generating Station, Unit 1 intake structure degradation.

Based on a document review, an examination of accessible portions of the structure, an evaluation of corrective actions taken by Southern California Edison and a review of pertinent design calcula tions; the NRC staff concludes that the structure is able to meet its safety function under postulated loadings.

The adequacy of the structure will be reevaluated during each refueling outage.

Staff review of related surveillance procedures concluded that there is adequate assurance that conditions adverse to safety will be identified before the safety function of the intake structure is compromised. Corrective actions for safety significant defects will be completed before start-up following a surveillance.

The staff safety evaluation related to this issue is provided in Enclosure 2.

Note that sections 2.5 and 2.6 of the evaluation list surveillance requirements that were previously agreed upon. Please submit completed surveillance reports for our information. This letter documents completion of the NRC staff review of the intake structure degradation and the associated TAC No. M74168 is now complete.

Sincerely, Original signed by George Kalman, Sr. Project Manager Project Directorate V Division of Reactor Projects III/IV/V Office of Nuclear Reactor Regulation
