Southern California Edison Company P. 0. BOX 800 2244 WALNUT GROVE AVENUE ROSEMEAD, CALIFORNIA 91770 F R. NANDY TELEPHONE MANAGER OF NUCLEAR LICENSING February 17, 1989 (818) 302-1896 U. S. Nuclear Regulatory Commission Attention: Document Control Desk Washington, D.C. 20555 Gentlemen:
Subject:
Docket No. 50-206 Conformance to Regulatory Guide 1.97, Revision 2 San Onofre Nuclear Generating Station Unit 1 By letter dated October 14, 1988 you requested additional information relating to certain issues in SCE's submittals on Regulatory Guide 1.97, Revision 2 (R.G. 1.97).
Specifically, SCE's submittals contained recommendations from our contractor to implement plant modifications for several accident monitoring channels to provide conformance with the criteria of R.G. 1.97. These recommendations included upgrading power cables to provide separation, environmental qualification, and installation of redundant instrumentation.
SCE's contractor identified several instances where separation of the cabling associated with a given instrument loop was not adequate and recommended upgrade of the instruments' power cable. As part of SEP Topic VI-7.C.2, Failure Mode Analysis, SCE is currently evaluating the separation of power supplies and cabling associated with the D.C. Buses, Vital Buses and Regulated Buses.
The resolution of these efforts may impact our contractor's recommendations. Therefore, SCE will coordinate the response to your October 14, 1988 letter with this evaluation.
By letter dated December 29, 1988, SCE committed to provide more details regarding our combined Regulatory Guide 1.97/SEP Topic VI-7.C.2 efforts and a schedule for completion of work on these issues. Due to the resources required to support work associated with the San Onofre Unit 1 Cycle 10 refueling outage, the required information relating to these efforts is not available at this time. SCE will provide to the NRC the details regarding the Regulatory Guide 1.97 and SEP Topic VI-7.C.2 efforts and a schedule for completion by May 31, 1989.
