Docket Nos. 50-206, 50-361, 50-362 Southern California Edison Company Design Bases Documentation Program Plan San Onofre Nuclear Generating Station Units 1, 2, and 3 During the November 2, and December 13, 1988 meetings with NRC staff members we discussed our efforts to improve the performance of engineering and technical work at San Onofre. As part of these efforts, we identified an initiative to develop workable design bases documents for all our nuclear units. Accordingly, provided as an enclosure to this letter is the initial Design Bases Documentation Program Plan for San Onofre Units 1, 2, and 3 dated December 1988.
The design bases program represents a substantial effort by SCE to improve the quality of engineering at San Onofre. SCE is committed to carry this program to a successful conclusion and has devoted adequate resources to ensure timely completion.
Since its October 1988 creation, our Design Bases Documentation (DBD)
Organization has been involved extensively with industry efforts on this issue. SCE used the experience gained from this industry interface during the development of the initial DBD Program Plan. We will continue to be active in this area.
The effort includes lessons learned from the earlier 1988 SCE Independent Assessment Task Force and NRC Safety System Functional Inspection (SSFI) activities. As a result, SCE decided to primarily use in-house engineers to prepare our DBD packages. Use of in-house engineers fosters familiarity with the design bases and related documentation.
This enclosure is being provided to inform you of our implementation schedule and to provide a program overview. We are submitting this for your general information consistent with our statements made in recent NRC Management Meetings. These meetings were held in November and in December 1988 regarding SSFI and Systematic Assessment of Licensee Performance (SALP) issues, respectively.
