Southern California Edison Company P. 0. BOX 800 2244 WALNUT GROVE AVENUE ROSEMEAD, CALIFORNIA 91770 M.O.MEDFORD TELEPHONE MANAGER OF NUCLEAR ENGINEERING (818) 302-1749 AND LICENSING September 22, 1988 U. S. Nuclear Regulatory Commission Attention: Document Control Desk Washington, D.C. 20555 Gentlemen:
Subject:
Docket No. 50-206 Recertification of Charging Pump Motors San Onofre Nuclear Generating Station Unit 1 In order to restart from the last mid-cycle outage, certain license conditions were included in the San Onofre Unit 1 Operating License regarding the interim approval of the diesel generator load increase. License Condition 3.L (6) required recertification of the charging pump motors to at least 700 horsepower with a service factor of 1.15 within 60 days. In the event the motors could not be recertified they would be rewound or replaced.
Based on a Westinghouse evaluation, the motors have been recertified to 700 horsepower with a service factor of 1.15. Recertification of the motors in accordance with the license condition has been accomplished.
The evaluation also identified that one of the motors may have been rewound in 1972. SCE requested Westinghouse to investigate the effect on the recertification if the motor had been rewound in 1972. Westinghouse has investigated the procedures and materials in place at the time of the rewind and concluded that the procedures used for the rewind and the materials routinely used for rewinds at that time are equivalent to that which was used for the original motor. The motors are therefore capable of performing their intended service operation. SCE is pursuing resolving the question of whether the motor was rewound by continued document search and inspection of the motor during the Cycle 10 refueling outage scheduled to begin November 27, 1988.
