Docket No. 50-206, 50-361 and 50-362 Changes to Emergency Plan San Onofre Nuclear Generating Station Units 1, 2 and 3 This report is submitted in accordance with 10 CFR 50.54(q) which requires such a report if a change is made to an emergency plan without prior Commission approval.
On July 22, 1988, Southern California Edison Company adopted a revision to the San Onofre Units 1, 2 and 3 Emergency Plan.
This letter transmits one copy of this change to the Regional Administrator, USNRC Region V and transmits two additional copies to the Document Control Desk at the NRC Headquarters. The enclosure to this letter provides a description of the change, a determination that the change does not decrease the effectiveness of the plan, and a determination that the Emergency Plan, as changed, continues to comply with the requirements of 10 CFR 50.47(b) and 10 CFR 50, Appendix E. This change meets the guidance provided in NUREG-0654, Revision 1, Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants.

Docket Nos. 50-206 50-361 50-362 Enclosure Description of Change This revision to the San Onofre Nuclear Generating Station Emergency Plan, in part, consists of the following changes:
- 1. In response to NRC Region V concerns, the following improvements have been made:
a) The quality of Figure 1-1 has been improved.
b) Specific reference to NRC notification following an alert, SAE and GE, were incorporated on pages 4-5, 4-8 and 4-10.
c)
Soil and vegetation have been added on page 8-6 as examples of sample media, per NUREG-0654.
d)
On page 8-6, item number 5, the words "for Nuclear Chemistry and Health Physics Technicians" were added.
- 2. A commitment to staff the NRC Red Phone with a Senior Reactor Operator has been added.
- 3.
For the purpose of emergency notifications, a new Interagency Yellow Phone System has been installed to replace the Interagency Telephone System and Orange County Teletype.
Effectiveness Determination This revision to the Emergency Plan conforms to the planning standard and criteria specified in Section II.P.4 of NUREG-0654, Revision 1, which states that the licensee shall update its plan and agreements as needed on an annual basis.
The update shall take into account changes identified by drills and exercises.
The changes described above conform to this guidance.
It is, therefore, considered that this revision does not decrease the overall effectiveness of the Emergency Plan and may be made without prior NRC approval.
Compliance Determination Based on the above discussion, it is determined that this revision to the Emergency Plan meets the standards of 10 CFR 50.47(b) and complies with the requirements of 10 CFR 50, Appendix E.
