Docket Nos. 50-206, 50-361, and 50-362 Special Report San Onofre Nuclear Generating Station Units 1, 2, and 3 Pursuant to Section 3.18.2, Action Statement B.1 of Appendix A, Technical Specifications, to Provisional Operating License No. DPR-13 for San Onofre Unit 1 and Section 3.12.2, Action Statement 'a' of Appendix A, Technical Specifications to Facility Operating License Nos. NPF-10 and NPF-15 for San Onofre Units 2 and 3, respectively, this submittal provides the required 30-day written Special Report for conditions identified during the 1987 Annual Land Use Census.
The preliminary Land Use Census results received by SCE on August 19, 1987, identify locations which yield a calculated dose or dose commitment greater than the values currently being calculated in Specification 4.6.3 and 4.11.2.3, for Units 1 and 2/3 respectively. Changes in calculated dose or dose commitments are due to identification of a new use at the Camp Pendleton Marine Corps Base. The preliminary Land Use Census identified that the Marine Corps issues deer hunting licenses to civilian and military personnel for hunting near San Onofre.
Under the terms of the permit, deer hunting is allowed in the following sectors at the indicated distances:
Sectors R (2.1 miles), A (0.9 mile), B (0.3 mile), C (0.3 mile),
D (0.3 mile), E (0.4 mile), F (0.6 mile), and G (3.3 miles).

-2 These changes will be reflected in the Offsite Dose Calculation Manuals (ODCMs). Reports of the resulting changes to the ODCMs will be submitted to the NRC in accordance with Technical Specification 6.14.2.1 for San Onofre Unit 1 and Technical Specification 6.14.2.1 for San Onofre Units 2 and 3. It is anticipated that this change will cause a doubling of calculated dose commitments from the previous year.
