NRC to TVA letter dated January 7, 1983 The purpose of this letter is to request NRC approval of Bechtel Topical Report BN-TOP-1, Rev. 1, 1972 (Enclosure I) for use at San Onofre Units 1, 2 and 3 as the basis for the performance of a short duration Type A containment leak rate test. Appendix 3 to 10 CFR 50 endorses ANSI N45.4 (Enclosure II) as the NRC acceptable test criteria for the performance of Type A containment leak rate testing. This ANSI standard states:
"If it can be demonstrated to the satisfaction of those responsible for the acceptance of the containment structure that the leakage rate can be accurately determined during a shorter test period, the agreed-upon shorter period may be used."
(ANSI N45.4-1972, Section 7.6)
The Atomic Energy Commission approved Bechtel Topical BN-TOP-1, Rev. 1 for referencing in Safety Analysis Reports (Reference 1) and the NRC subsequently approved this report for use as the Type A test acceptance criteria for Tennessee Valley Authority's Sequoyah Nuclear Plant (Reference 2).
SCE intends to use BN-TOP-1, Rev. I as the basis for a short duration Type A test during the upcoming San Onofre Unit 2 refueling outage scheduled to begin in August 1987. SCE requests specific NRC approval of BN-TOP-1, Rev. 1 for use at San Onofre Units 1, 2 and 3 prior to the start of the Unit 2 outage.
