Description of Change:
The reference that users of measuring and test equipment shall be qualified per Regulatory Guide 1.8 or 1.58 is being added. This requirement is already implied by Section 17.2.2 of the Topical Report.
Reason for Change (including basis for concluding that the change satisfies the criteria of 10CFR5O, Appendix B, and the quality assurance program commitments previously accepted by the NRC):
Qual-ification requirements for users of measuring and test equipmfent were not clearly stated in Section 17.2.12 of the Topical Report.
The changes proposed implement requirements contained in Section 17.2.2 of the Topical Report and satisfy 10CFR50 Appendix B Criteria II and XII.
Change does X does not reduce commitments previously accepted by the NRC.

o Identification of individuals, organizations, and companies authorized to calibrate the M&TE. The user of the M&TE will be qualified per Regulatory I9CN#23 Guide 1.8 or 1.58 as appropriate.
o Provisions for recording the as-found condition of M&TE being calibrated.
o A method for identifying all permanent plant I
equipment that has been calibrated with M&TE that is I found out of tolerance or inoperative.
o Method for identification, control and distribution of calibration data and records.
o Provisions for proper handling and storage of the 9CN#18 M&TE.
o Status of all M&TE is maintained by the organization responsible for the calibration program.
o A means of determining which M&TE shall be included I
(and excluded) from the calibration control program. I This program will specify accuracy requirements and ensure that the inaccuracy of the standards contribute no more than 1/4 of the total inaccuracy of the M&TE being calibrated. A greater uncertainty may be acceptable when limited by "state-of-the-art".
The responsible organization manager reviews and approves calibration procedures required to implement the M&TE calibration program. The SCE Quality Assurance Organization reviews the M&TE calibration program, including those prepared by designated contractors, and performs periodic audits to verify conformance with established calibration program requirements.
