The intent of the modification was to resolve a concern regarding moisture buildup on the charcoal filter and its resultant affect on filter efficiency. As discussed with members of the NRC Staff, in order to permit installation during the San Onofre Unit 1 mid-Cycle outage currently scheduled for the second quarter 1987, the heaters will be nonsafety-related. As you know, the implementation of nonsafety-related heaters is a temporary application that will be replaced by the long-term upgrade discussed in Reference 2.
