In response to IE Bulletins 78-12, 12a and 12b Combus tion Engineering (CE) submitted a report entitled, "Information Requested by Nuclear Regulatory Commission Inspection & Enforce ment Bulletin No.
78-12,
'Atypical Weld Material in Reactor Pressure Vessel Welds'" to Mr.
Harold D. Thornburg, Division of Reactor Construction Inspection by letter dated June 8, 1979.
This letter is to inform you that the San Onofre Unit 1 reactor vessel weld data is not included in that CE report. As indicated in Section III Item la of the report the San Onofre Unit 1 reactor vessel is one of three reactor pressure vessels which have no weld records available at CE.
We have been informed by CE and Westinghouse, our NSSS vendor, that under the Code and contract reauirements to which the reactor vessel for San Onofre was manufactured, it was not necessary to maintain such records.
The reactor vessel was built to Section VIII of the ASME Code including Code Cases 1270N and 1273N.
Certifications which indicate the reactor vessel was built in conformance to the necessary code and that welding and weld repair were performed in accordance with CE specifications are available.
The U-1 Form, Manufacturers' Data Report for Unfired Pressure Vessels, indicates the reactor vessel conforms to the ASME Code for Unfired Pressure Vessels and is signed and dated April 15, 1964. Weld certificates dated June 9, 1965 indicate the welding and weld repair were done in accordance with the CE General Welding Procedure Specification M&P6.1.1.1(a).
All of the above certificates are provided as an enclosure.

-2 Also provided as an enclosure is a letter from Combustion Engineering to Westinghouse dated June 27, 1979.
This letter summarized the absence of the weld data for the San Onofre Unit 1 reactor vessel.
It is pointed out in the letter that there was no evidence of the use of atypical weld material in any of the reactor vessels manufactured by CE for which documentation exists as described in their June 8 report.
It is also pointed out that the weld material control system used on the San Onofre Unit 1 reactor vessel was no different than that used on reactor vessels manufactured in the same time frame and which are included in the June 8 report.
Based on the information provided, it is our conclusion that the proper codes and CE welding procedures were used in the manufacture of the San Onofre Unit 1 reactor vessel.
Since CE has not discovered the use of atypical weld material on any of the reactor vessels for which documentation was available the possibil ity of the use of atypical weld material on the San Onofre reactor vessel is considered remote.
