By letter dated May 7, 1981 we submitted Amendment No,.- 970&

ds to the San Onofre Unit 1 Operating License.

Amendment No. 97 consisted of Proposed Change No. 102 to the Technical Specificatifo required by the implementation of the Category A items of the TMI 2 '

Lessons Learned Requirements. This submittal made reference to the letter dated July 2, 1980 from D. G. Eisenhut indicating that Technical Specification changes resulting from the TMI-2 Lessons Learned Requirements would be exempt from Licensing fees.

It has come to our attention that the fee exemption was recinded as described in the letter dated August 7, 1980 from D. G. Eisenhut. We have therefore reviewed our submittal of AmendmentNo.

97 and pursuant to 10CFR170.22, have determined this amendment to be a Class III fee type. The basis for this determination is that the changes requested for the Technical Specifications involve a single safety issue.

Accordingly, enclosed is Southern California Edison Company's check No. A-871815 dated October 8, 1981, in the amount of $4,000.00 as required by 10CFR170.22.
