Docket No. 50-206 SEP Redirection San Onofre Nuclear Generating Station Unit 1 My letter of April 7, 1981 indicated SCE's commitment to support the NRC in the redirected Systematic Evaluation Program (SEP).
As part of that commitment, we indicated our intention to complete draft assessments for 16 topics by June 30, 1981.
Of the 16 specific topics identified in our April 7 letter, SCE submitted assessments for 11 topics by July 1, 1981, and the NRC had completed assessments for 2 others. In addition, SCE submitted assessments for two other topics not identified in our April 7 letter.
Therefore, a total of 15 topics were complete by July 1, 1981.
By letter dated July 7, 1981, the NRC expressed concern over the status of the redirected SEP indicating that only 50 topics had been received by June 15, 1981 and that of these less than half were useful because of poor quality. In addition, a meeting was requested on July 15, 1981 to discuss the utilities commitment to the program. At the July 15, 1981 meeting, it became clear that the NRC's assessment of the status of SEP was premature since a significant number of additional topic assessments had been received by the meeting. Moreover, the NRC acknowledged that the overall quality of topic assessments received had improved.
The SEP utilities emphasized that they had been making a good faith effort to meet the interim objectives of the program and reaffirmed their commitment to continue to support the NRC in the redirected SEP. The NRC requested that the utilities document their commitment to the program by providing schedules for completion of the remaining SEP topics which were identified as utility responsibility in to the NRC's July 7, 1981 letter.

August 7, 1981 SCE has reviewed the list of SEP topics provided as Enclosure 2 to the NRC's July 7, 1981 letter with respect to the schedules for completion of draft safety analysis reports.
The topics for which SCE has responsibility for preparing safety analysis reports are listed in Enclosure 1 to this letter along with the NRC schedule contained in Enclosure 2 to the NRC's July 7 letter and the anticipated SCE submittal date. The schedule for submittal of these topics by SCE is based on our review of the topic definitions, available NRC prepared safety evaluation reports and the availability of SCE manpower.
It is estimated that completion of these assessments will require the equivalent of about 4 men full time between now and November 15, 1981, as well as significant contributions from several consultants. It is estimated that SCE's total commitment to support the SEP during this time will be at least twice that. The appropriate personnel within SCE have been identified and are committed to meeting the schedules in Enclosure 1. However, it must be recognized that the SEP is not the only activity being performed by SCE.
Other activities, such as NRC requests, IE Bulletins, TMI related modifications, station repairs, environmental qualification, etc., can, from time to time, take on a higher priority based on NRC imposed schedules or plant startup schedules.
Inasmuch as these activities are not foreseeable, no allowance has been made for such conflicts in priority in developing the schedules in Enclosure 1. Furthermore, although our goal will be to complete draft assessments for all topics prior to November 15, 1981, it is recognized that the amount of analyses required for some topics, e.g., III-4.C and III-5.A, may extend the completion dates for these analyses beyond that date.
In the event that delays in the schedules provided in Enclosure 1 become apparent, we will notify you as early as possible.
