CALIFORNIA 91770 K. P. BASKIN April 24 1981 TELEPHONE MANAGER OF NUCLEAR ENGINEERING, (213) 572-1401 SAFETY, AND LICENSING Director of Nuclear Reactor Regulation Attention:
Mr. D. M. Crutchfield, Chief Operating Reactors Branch No. 5 APR 1981&.
Division of Licensing U. S. Nuclear Regulatory Commission Washington, D.C. 20555 Gentlemen:
Subject:
Docket No. 50-206 SEP Topic 111-6, Seismic Design Considerations San Onofre Nuclear Generating Station Unit 1 On December 5, 1980, we met with members of the NRC Staff to discuss our program for the seismic reevaluation of structures at San Onofre Unit 1.
By letter dated February 23, 1981, we provided a detailed description of the methodology and criteria to be used in our Balance of Plant Structures (BOPS)
Seismic Reevaluation Program. The purpose of this letter is to discuss our intentions with respect to consideration of interrelated SEP topics and to provide an updated schedule for the program.
As discussed with the NRC Staff during the December 5, 1980 meeting, SCE's BOPS Seismic Reevaluation Program approach is outlined in Enclosure 1.
An integral part of this approach is the consideration of assumed modifications prior to initiating detailed analyses. As shown in Enclosure 1, modifications may be assumed to improve seismic withstand capability, to simplify analysis, to consider modifications associated with other projects or to consider potential modifications associated with other SEP topics related to the BOPS. Since the December 5, 1980 meeting, SCE has evaluated in more detail the potential effect of considering modifications associated with related SEP topics. This evaluation has considered anticipated availability of completed topic assessments for the related topics and any schedular delays associated with this approach. Based on these considerations,.it is concluded that the schedule impact associated with consideration of these topics for the BOPS could be in excess of a year. In view of the NRC's desire to complete the seismic reevaluation by the end of 1981, it is not feasible to include consideration of these topics in the seismic reevaluation of the BOPS.
Therefore, it is our intention to proceed with the program as outlined in with the exception that interrelated SEP topics will not be considered.
The current schedule for the BOPS seismic analysis is shown in.
As discussed in the December 5, 1980 meeting and shown in, it is our intenti6n to implement modifications resulting from this program (whether assumed prior to analysis or deemed necessary following analysis) following the SEP integrated assessment.
