Dear Charles:

Attached are copies of the radiation incident reports referred to in the news story which we discussed. I have also included a summary of the maximum radiation readings reported.

The three 1977 reports deal with empty casks. They are the result of measurements made by Edison upon receiving the casks. One came from Chem Nuclear (April 13, 1977) and the other two from G.E.

The remarks made on the April 13, 1977 report is not correct in that the survey revealed one spot on the cask, not the trailer. This error is probably due to some inexperience of the person filling out the forms because the Edison telegram notice specifically said: "Head of cask right side at joint."

I have also included a copy of Edison's surveys of the cask used in the August 25, 1980 shipment to G.E. which did contain a spent fuel assembly You will note that all measurements are well below the 22,000 dpm/lOO cm limit. I do not know why such a high reading was obtained by G.E. The somewhat random nature of taking the smears may have something to do with it.

Edison takes a minimum of 14 smears on the receipt of a cask and a minimum of 25 smears before shipment of a loaded cask. G.E., who receives fuel from many different sources, requires 35 smears on incoming casks and 48-50 smears on outgoing casks.

Our procedures call for three other surveys to be made as required by DOT regulations for the protection of the driver and public before the shipment can leave the site.

-trailer bed may not exceed the DOT limit of 200 mrem/hr.

2. Radiation readings measured at a distance of two meters from the vertical planes projected from each outer edge of the vehicle and from the top of the shipping cask does not exceed the DOT limit of 10 mrem/hr.
3. Total radiation reading in the cab or sleeper of the truck is less than 2 mrem/hr.
