Southern California Edison Company P. 0. BOX 800 2244 WALNUT GROVE AVENUE ROSEMEAD, CALIFORNIA 91770 K. P. BASKIN TELEPHONE MANAGER OF NUCLEAR ENGINEERING, (213) 572-1401 SAFETY, AND LICENSING October 2, 1980 Director of Nuclear Reactor Regulation Attention: D. M. Crutchfield, Chief Operating Reactors Branch No. 5 Division of Licensing U. S. Nuclear Regulatory Commission Washington, D.C. 20555 Gentlemen:

Subject:

Docket No. 50-206 Systematic Evaluation Program San Onofre Nuclear Generating Station Unit 1 By letter dated June 23, 1980 we provided you with additional information concerning the purging and venting system at San Onofre Unit 1.

During discussions with members of your staff and EG&G, the NRC's consultant, additional information was requested regarding this system. This letter transmits that information.

Provided as an enclosure is drawing 235234-0, Control Logic Diagram Containment Isolation Valves POV-9 and 10. This diagram indicates that the recently installed containment isolation valve override switches do not override the containment high radiation signal. The containment radiation is monitored by channel R-1212. This monitor samples the containment atmosphere via the air sampling line and not the purge or vent lines. Therefore, with a high radiation signal and the purge valves closed the radiation monitor still samples the containment atmosphere. (Refer to drawing 568782, provided by the June 23, 1980 letter.)

It is also noted that the June 23, 1980 letter referenced our TMI submittal dated March 25, 1980 in response to your question regarding whether overriding or resetting of the containment isolation signal would result in automatically reopening the purge valves. As can be seen in the enclosed drawing overriding the containment isolation signal does not automatically open the purge valves. A second manual action is required to open these valves.

If you or your staff have any additional questions, please let me know.

Very truly yours, S
