SUBJECT: NRC INSPECTION REPORT NOS. 50-206, 361, 362/93-09
This refers to the routine inspection conducted by Messrs. C. W. Caldwell, J.
J. Russell, D. L. Solorio and T. B. Sundsmo from this office and Messrs. C. M.
Regan, S. P. Sanchez, C. C. Harbuck and J. R. Ball from the office of Nuclear
Reactor Regulation on April 1 through May 12, 1993, of activities authorized
by NRC License Nos. DPR-13, NPF-10 and NPF-15 and to the discussion of our
findings held by the inspectors with Mr. R. W. Krieger and other members of
the Southern California Edison staff on May 21, 1993.
Areas examined during this inspection are described in the enclosed inspection
report.
Within these areas, the inspection consisted of selective
examinations of procedures and representative records, interviews with
personnel,
and observations by the inspectors.
No violations of NRC requirements were identified within the scope of this
inspection. However, weaknesses were noted with Unit 1 procedures used for
sluicing spent resin from the demineralizer to the spent resin storage tank.
While we recognize that your staff is still evaluating the cause of the
apparent resin backup in the piping, these weaknesses contributed to a lack of
understanding of why high radiation levels developed in the piping.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure
will be placed in the NRC Public Document Room.
