NUCLEAR REGULATORY COMMISSION

REGION V

1450 MARIA LANE

WALNUT CREEK, CALIFORNIA 94596-5368

Docket Nos. 50-206, 50-361, 50-362

APR 3 0 1993

Southern California Edison Company

Irvine Operations Center

23 Parker Street

Irvine, California 92718

Attention: Mr. Harold B. Ray, Senior Vice President, Nuclear

SUBJECT:

NRC INSPECTION REPORT NOS. 50-206, 361, 362/93-05

This refers to the routine inspection conducted by Messrs. C. W. Caldwell and

D. L. Solorio of this office, and T. A. Greene, of the Office of Nuclear

Reactor Regulation, on February 17 through March 31, 1993, of activities

authorized by NRC License Nos. DPR-13, NPF-10 and NPF-15 and to the discussion

of our findings held by the inspectors with Mr. R. W. Krieger and other

members of the Southern California Edison staff at the conclusion of the

inspection.

Areas examined during this inspection are described in the enclosed inspection

.report.

Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with

personnel, and observations by the inspectors.

No violations of NRC requirements were identified within the scope of this

inspection. However, we did note that your QA organization identified that

several commitments made in Licensee Event Report 2-91-007 regarding reactor

coolant pump baffle repairs were not implemented. We are concerned about the

accuracy of this report. We acknowledge that your quality assurance

organization independently identified the deviations and that you are

currently conducting an investigation to address this concern. We will review

this issue to determine the reason for these deviations in a future inspection

after you have completed your investigation.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room.

Should you have any questions concerning this inspection, we will be pleased

to discuss them with you:

Sincerely,

C. VanDenburgh
