NRC INSPECTION RE ORT NOS. 50-206/93-01, 50-361/93-01 AND 50
362/93-01
This letter refers to the inspection conducted by Messrs. D. Acker and F. Gee
between January 11, 1993, and January 29, 1993, of activities authorized by
NRC License Nos. DPR-13, NPF-10 and NPF-15, and to the discussion of our
findings held with members of your staff on January 29, 1993.
- Specific areas examined during this inspection are described in the enclosed
inspection report. Within these areas, the inspection consisted of selective
examinations of procedures and representative records, and interviews with
personnel.
Based on the results of the inspection, one of your activities appeared to be
in violation of NRC requirements, as specified in the enclosed Notice of
Violation (Notice).
The attached Notice identifies that an emergency diesel generator fuel
storage calculation, issued in June 1991, did not correct an error in the
previous calculation, and that this error was specifically identified to you
in Inspection Report 89-200, dated January 12, 1990. While your preliminary
analysis indicates that diesel fuel oil actually stored on site was
sufficient during the period that the calculation error existed, this error
caused your calculated on-site storage requirement to be short by
approximately 2500 gallons per emergency diesel generator.
You are required to respond to this letter and should follow the instructions
specified in the enclosed Notice when preparing your response. In your
response, you should document the specific action taken and any additional
actions you plan to prevent recurrence. After reviewing your response to
this Notice, including your proposed corrective actions and the results of
future inspections, the NRC will determine whether further NRC enforcement
action is necessary to ensure compliance with NRC regulatory requirements.

The response directed by this letter is not subject to the clearance
procedures of the Office of Management and Budget as required by the
Paperwork Reduction Act of 1980, Pub. L. No.96-511. In accordance with 10
CFR 2.790(a), a copy of this letter and enclosure will placed in the NRC
Public Document Room.
