NRC INSPECTION OF SAN ONOFRE NUCLEAR GENERATING STATION, REPORT

NOS. 50-206/92-22, 50-361/92-22, AND 50-362/92-22

This refers to the announced routine inspection conducted by Messrs. Harold D.

Chaney and Nader Mamish of this office on July 20-24, 1992, of the activities

authorized by NRC license Nos. DPR-13, NPF-10, and NPF-15, and to the findings

discussed with Messrs. R. Rosenblum and B. Katz, and other members of your

staff identified in the enclosed report, at the conclusion of the inspection.

Areas examined during this inspection are described in

the enclosed inspection

report. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with

personnel, and observations by the inspectors.

Based on the results of this inspection, certain of your activities appeared

to be in violation of NRC requirements. The violation of concern is your

identification of an unmonitored effluent pathway involving the Unit 1 Yard

Drainage Sump. The failure to monitor this pathway is considered a violation

of 10 CFR Part 50, Appendix A, Criterion 64. However, this violation will not

be subject to enforcement action because your efforts in identifying and

correcting the violation meet the criteria specified in Section V.G. of the

Enforcement Policy.

No deviations were identified during this inspection.

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of

this letter and its enclosures will be placed in the NRC Public Document Room.
