SUBJECT: NRC INSPECTION OF SAN ONOFRE UNIT ONE LICENSED OPERATOR SIMULATOR
TRAINING, REPORT NO. 50-206/92-21
During the period of June 10 through June 12, 1992 the NRC conducted a routine
inspection of the simulator portion of the Unit 1 licensed operator
requalification training program. This inspection was announced and conducted
at the plant referenced simulator in Montreal, Canada. The purpose of the
inspection was to evaluate the effectiveness of the simulator portion of the
Unit 1 licensed operator requalification training program to maintain the
currency and competency of operators. This evaluation was not a complete
dynamic simulator evaluation, as described in NUREG-1021, ES-601, Revision 6,
"Administration of NRC Requalification Program Evaluations."
The inspection evaluated the effectiveness of the program in terms of training
effectiveness, evaluator effectiveness, crew performance, and reference
material. Details and findings of the inspection are contained in the
enclosed inspection report. At the conclusion of the inspection, the.
preliminary findings were discussed with those members of your staff
identified in the report.
No significant concerns with the simulator portion of the requalification
training program were identified. However some scenarios had not been
adequately validated. In addition, several other minor weaknesses were
identified. The deficiencies are detailed in the report.
We request that you provide a response to this report, within 30 days,
detailing corrective actions for the weaknesses identified.
No violations or deviations of NRC requirements were identified within the
scope of this inspection.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of
this letter and its enclosure will be placed in the NRC Public Document Room.

procedures of the Office of Management and Budget, as required by the
Paperwork Reduction Act of 1980, PL96.511.
