Systematic Assessment of Licensee Performance (SALP)

The NRC SALP Board has completed its periodic assessment of licensed activities

associated with your San Onofre Nuclear Generating Station during the period

from February 1, 1990 through July 31, 1991.

The performance of San Onofre activities was evaluated in the functional areas

of Plant Operations, Radiological Controls, Maintenance/Surveillance, Emergency

Preparedness, Security, Engineering/Technical Support, and Safety ,

Assessment/Quality Verification. The criteria used in conducting this assess

ment are contained in NRC Manual Chapter 0516, issued on September 28, 1990.

The SALP Board's assessment is provided in the enclosed Initial SALP Report.

The SALP Board found your overall performance to have been good, and in some

cases superior, and directed toward safe facility operation. Superior perform

ance was noted to have continued in the Radiological Controls, Emergency

Preparedness, and Security functional areas. Although some performance prob

lems were noted during the course of the SALP period, improving performance was

recognized during the latter portion in Plant Operations, Engineering/Technical

Support, and Safety Assessment/Quality Verification. Many of the improvement

programs instituted during the previous SALP period were observed to be taking

effect.

Several concerns were identified by the NRC during this assessment period.

Weaknesses were observed in the control of maintenance activities,

contributing to a decline in Maintenance/Surveillance to a Category 2 rating.

Weak engineering assessments of shorter term or emergent technical issues were

at times observed. Also, a more self-critical management approach and

additional attention to the implementation of established programs were at

times needed.

Based upon discussions with your staff, a management meeting to discuss the

results of the SALP Board's assessment has been scheduled for October 16, 1991

at the San Onofre site. Arrangements will be discussed with your staff in the

near future.

An overview of the SALP Board's assessment is provided in Section II of the

enclosed report. Perceived strengths and weaknesses and Board recommendations

are discussed in Section III, Performance Analysis.Section IV of the enclosed

report provides supporting data and a summary of activities for the assessment

period.

In that no functional area was assessed as Category 3, a written response to

the enclosed Initial SALP Report is not required. However, you may submit

comments on the report, if desired, within 30 days after the October 16

meeting.

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter, the enclosed

report, and any response you may wish to provide will be placed in the NRC's

Public Document Room.
