Docket No. 50-206 Supplement to Amendment Application No. 209 San Onofre Nuclear Generating Station, Unit 1 This is a request to withdraw a portion of our Amendment Application No. 209 currently under your review. Amendment No. 209, submitted on April 18, 1994, is a request to modify and delete certain license conditions in the SONGS 1 Operating (Possession Only) License No. DPR-13. The purpose of the amendment is to revise the license to be consistent with the permanent shutdown status of SONGS 1.

The proposed modification of License Condition 2.C(4), Physical Protection, included two changes. The first change would have updated the license condition to indicate that safeguards information is not necessarily located in all three physical security plans. The second change would have removed the dates of the latest revisions of the three physical security plans. As a result of frequent revisions to the plans, the dates had been superseded.

Based on discussions with the cognizant NRC Project Manager, the changes proposed in Amendment No. 209 are acceptable to the NRC staff with the exception of the second change associated with License Condition 2.C(4),

Physical Protection. Therefore, at the request of the Project Manager, we are rescinding that portion of Amendment No. 208 associated with the revision dates of the physical security plans. The license condition should read as follows:

Physical Protection

  • SCE shall fully implement and maintain in effect all provisions of the Commission-approved physical security, guard training and qualification, and safeguards contingency plans including amendments made pursuant to provisions of the Miscellaneous Amendments and Search Requirements revisions to 10 CFR 73.55 (51 FR 27817 and 27822) and to the authority of 10 CFR 50.90 and 10 CFR 50.54(p).

The plans, which may contain safeguards information protected under 10 CFR 73.21, are entitled:

"San Onofre Nuclear Generating Station, Units 1, 2, and 3 Physical Security Plan," with 9410310317 941016 S

- 2 revisions submitted through April 22, 1988.; "San Onofre Nuclear Generating Station, Units 1, 2, and 3 Security Force Training and Qualification Plan," with revisions submitted through October 22, 1986; and "San Onofre Nuclear Generating Station, Units 1, 2, and 3, Safeguards Contingency Plan," with revisions submitted through December 29, 1987.

Changes made in accordance with 10 CFR 73.55 shall be implemented in accordance with the schedule set forth therein."

The only change included in the license condition is the addition of "may" in the second sentence. This is to indicate the plans may contain safeguards information.

The significant hazards consideration in Amendment No. 209 is still applicable with this request. If you have any questions, please call me.
