SAFETY EVALUATIONS FOR THE TORNADO WIND AND MISSILE LOADINGS PROBABILISTIC RISKS FOR THE SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NO. 1 (TAC NO. M63078)
In its letter dated October 10, 1986, Southern California Edison (SCE) proposed modifications to upgrade several San Onofre, Unit 1 systems to ensure safe shutdown following the impact of a local tornado. In subsequent letters dated October 2, 1989, and August 31, 1990, you indicated that the proposed safety modifications were of low safety significance and you submitted a risk analyses to demonstrate that upgrading the San Onofre, Unit 1 plant systems against tornado missile impacts would not be necessary.
An evaluation of your risk analysis was performed by Argonne National Laboratory as contractor for the NRC. The contractor's evaluation was summarized in a report that was submitted to the NRC on July 1, 1992.
On the basis of the contractor's evaluation, the staff concludes that it is not cost effective to upgrade San Onofre, Unit 1 systems for protection against tornado winds or missiles and that SCE's determination not to modify the plant systems to accommodate tornado hazards is acceptable. Our Safety Evaluation is enclosed.
