23 Parker Street 101 Ash Street Irvine, California 92718 San Diego, California 92112 Gentlemen:

SUBJECT:

ACCEPTANCE OF TOPICAL REPORT SCE-9001, "PWR REACTOR PHYSICS METHODOLOGY USING CASMO-3/SIMULATE-3" FOR USE AT SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3 (TAC NOS. M77846, M77843, AND M77844)

In letter dated October 20, 1990, Southern California Edison (SCE) Company requested the NRC to review Topical Report SCE-9001, "PWR Reactor Physics Methodology Using CASMO-3/SIMULATE-3," for application to steady-state core reload design activities for the San Onofre Nuclear Generating Station, Units 1, 2, and 3. The enclosed Safety Evaluation Report (SER) provides the results of the staff's review of this report. The staff finds the application of CASMO-3/SIMULATE-3 acceptable for use in reload analyses as discussed in the attached SER.

The staff's approval of the application of Topical Report SCE-9001 is limited to the fuel configuration and core design parameters verified in this topical report.

Introduction of significantly different fuel designs will require further validation by SCE.
