Temporary Waiver of Compliance Regarding San Onofre Unit 1 Technical Specification 3.3.1 In your letter dated April 20, 1992 and in discussions with the NRC staff on April 23, 1992, you requested temporary relief from Technical Specification (TS) 3.3.1 to allow continued operation of Unit 1 while effecting repairs on the valve position indication for SV-2900. TS 3.3.1 requires that both trains of the safety injection system (SIS) be operable during power operations. The plant must be shutdown in accordance with TS 3.0.3 if this condition is not met. You requested a 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> waiver of compliance from TS 3.3.1 to allow repairs on SV-2900 valve position indication.

The following compensatory actions will be in effect during the waiver period:

1) The unaffected train of SIS will be maintained operable, including emergency power, and
2) SV-2900 and all other components of the affected train will be maintained functional and capable of automatic initiation, barring unforseen problems, during the repair period.

You concluded that there were no significant hazards resulting from granting of the waiver request because one train of SIS will be capable of performing its safety function during the waiver period and therefore the potential inoperability of the other train would not significantly increase the plant risk.

Based on the above and based on discussions with the NRC Office of Nuclear Reactor Regulation, a temporary waiver of compliance for TS 3.3.1, related only to the requirement to enter TS 3.0.3 if the valve position indication for SV-2900 is not operable, is granted for 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />. 2 the repairs and perform necessary testing. If other functionality problems are encountered with SV-2900 or any other SIS components, all other applicable TS requirements apply..

This waiver begins at 8:00 a.m. on-April 27, 1992; it expires when the valve is successfully repaired and compliance with TS 3.3.1 is restored, but no later than 8:00 a.m. on April 28, 1992.

All other TS requirements remain in effect.
