G. W. Knighton (NRC) letter to K. P. Baskin (SCE) dated December 3, 1987, "Surveillance of Sealed Sources."
The purpose of this letter is to request correction of an omission in the basis for Technical Specification (TS) 4.12, "Miscellaneous Radioactive Materials Sources" that was introduced by Amendment Application No. 168.
In 1987, the basis to TS 4.12 was revised in the referenced letter to exclude sealed radioactive sources within radiation monitors from periodic leak testing requirements unless they were removed from their shielded mechanism.
However, when Amendment Application No. 168 was submitted in April 1989, it inadvertently contained the previous version of the TS 4.12 basis instead of the revised version. Amendment Application No. 168 was a large editorial revision of the Unit 1 Technical Specifications to make the NRC and SCE versions consistent in formatting and pagination. We believe the omission of the revised basis to TS 4.12 was the result of a word processing error during the preparation of the Amendment Application.
SCE requests that the basis for TS 4.12 be corrected to reflect the referenced letter. Enclosed is the proposed correction to the technical basis for TS 4.12.
