2. Full Term Operating License No. DPR-13 Enclosed is Amendment Application No. 200 to San Onofre Nuclear Generating Station Unit 1 (SONGS 1) Facility Operating License No. DPR-13. Amendment Application No. 200 requests that the license expiration date be extended to 40 years from the date of the issuance of the original license. This request for change to the Operating License is in accordance with 10 CFR 50.90.

SONGS 1 is currently licensed to operate for a period of 40 years from the date of issuance of the Construction Permit. As such, the license expires on March 2, 2004. The proposed amendment will extend the license expiration date to March 27, 2007. This will establish the term of the Operating License to be 40 years from the date of issuance of the Operating License. The new operating term will be consistent with 10 CFR 50.51, and with the current NRC practice of basing the Operating License period from the date of issuance of the license. contains an evaluation with respect to 10 CFR 50.92 (Significant Hazards Consideration Analysis). Attachment 2 contains a detailed evaluation of the safety and environmental impacts of the proposed license amendment. As determined by these evaluations, the proposed amendment to the SONGS 1 Operating License has no adverse impact on the quality of the human environment, and on the health and safety of the general public.
