San Onofre Nuclear Generating Station, Unit 1 In accordance with 10 CFR 55, enclosed are triplicate copies of Mr. Earl L.

Young's application for a Reactor Operator (RO) license, submitted on NRC Form 398, "Personal Qualifications Statement-Licensee," as required. NRC Form 396, "Certification of Medical Examination by Facility Licensee" is also enclosed.

Southern California Edison (SCE) requests reinstatement of Mr. Young's RO license (OP-6120-3), Docket No. 55-8870, which expired on June 12, 1990 when he left our employment. He was subsequently rehired on January 28, 1991.

In accordance with 10 CFR 55.47, a waiver from the written and operating examination requirements is being requested. Mr. Young has had extensive actual operating experience at this facility as a licensed reactor operator within the past two years. Mr. Young has discharged his licensed responsibilities competently and safely in the past and is capable of continuing to do so. Mr. Young has received specialized training to ensure that he is familiar with the current plant configuration and operations. Due to Mr. Young's previous performance at this facility and his recent training, SCE believes that Mr. Young is fully qualified to receive a RO license and that a waiver of the NRC administered RO license examination is appropriate.

Young Docket # 55-8870 ATTACHMENT Block 4.1.f.1 & 2 Written Examination Waiver Request In accordance with the provisions of 10CFR55.47, a waiver from the written and operating examination requirement is requested. Mr. Young passed the Nuclear Regulatory Commission (NRC) Reactor Operator licensing examination in October 1982 and was awarded Reactor Operator's license OP-6120 (Docket # 55-8870.).

Consequently Mr. Young has 6xtensive operating experience over the past seven (7) years. He has successfully discharged his licensed responsibilities competently and safely in the past and it is believed he will do so again in the future.

As indicated in Block 13.10, Mr. Young has performed licensed duties as a Control Operator with all the responsibilities incumbent to that position.

Since his employment reinstatement with Southern California Edison on January 28, 1991, Mr. Young has received training to ensure that he is familiar with the current plant configuration and operations. This training is described as 10CFR55.47 training elsewhere in this attachment, but can be summarized as:

Reviewed all 1990 requalification program classroom lesson plans.

2)

Passed a 1990 Requalification Program written examination consisting of:

Section A - static examination administered on the Unit #1 Control Room mockup; b)

Section B - classroom written examination

Completed one week of simulator training at the Zion Simulator.

In addition to the above completed items, prior to May 24, 1991, Mr. Young will complete an additional one week of simulator training at the Zion Simulator and take an operational examination on the simulator.
