1995 EMERGENCY PLAN EXERCISE SCENARIO PACKAGE This letter acknowledges receipt of your August 11 and 14, 1995, letters which forwarded the scenario package and corrected plant data pages, respectively, for the San Onofre emergency plan exercise scheduled for October 11, 1995.
We reviewed the scenario package and concluded that it appeared adequate to meet emergency plan requirements and the agreed upon on-site exercise objectives. Ms. Gail Good of my staff discussed the results of our review with Mr. Cyrus Anderson and others on September 7, 1995. Your staff provided satisfactory answers to our questions and agreed to make several corrections/clarifications. An issue involving exercise termination was not resolved during the scenario discussion; however, Ms. Good and Mr. Anderson agreed to have a followup discussion on September 11, 1995.
We contacted the Federal Emergency Management Agency (FEMA), Region IX, during our review. Mr. Richard Echavarria stated that the original scenario package did not have all of the information needed for FEMA to approve the scenario and that additional data had been supplied on September 6, 1995. FEMA is currently reviewing the supplemental data.
