Docket Nos. 50-206, 50-361, and 50-362 Revision 6.1 to the Site Emergency Plan San Onofre Nuclear Generating Station Units 1, 2, and 3 This letter transmits Revision 6.1 to the Site Emergency Plan for San Onofre Nuclear Generating Station (SONGS). This revision requests NRC review and approval of several proposed Emergency Plan changes prior to their implementation. Additionally, this revision implements administrative changes to the Emergency Plan.

The changes for which we are seeking NRC review prior to implementation are revisions to the SONGS emergency action levels, revisions to our offsite protective action recommendations, and provisions to allow discretion on emergency response facility staffing. We are seeking NRC review prior to implementation on these changes because they involve modifications to key elements of the SONGS Emergency Plan.

This revision does not decrease the effectiveness of the SONGS Emergency Plan, and the plan will continue to meet the standards of 10 CFR 50.47(b) and the requirements of 10 CFR 50 Appendix E. The proposed changes to emergency action levels have been agreed upon by the offsite jurisdictions that have emergency planning responsibilities in support of SONGS.

A detailed discussion of the underlying bases for the changes is provided in. This attachment includes a discussion of each specific change to the Emergency Plan. A copy of the affected pages of the Emergency Plan, annotated to show each proposed change, is provided as Attachment 2 to this letter. A copy of the affected page changes to the emergency classification procedure are provided in Attachment 3.

Edison is requesting NRC approval of these changes by March 1, 1995.

This approval date is needed to support procedure changes and training which must be coordinated with refueling outage, training, and drill schedules.
