BOX 800 2244 WALNUT GROVE AVENUE ROSEMEAD. CALIFORNIA 91770 M.O.MEDFORD TELEPHONE MANAGER. NUCLEAR LICENSING (818) 302-1749 March 10, 1986 Director, Office of Nuclear Reactor Regulation Attention: G. E. Lear, Director PWR Project Directorate No. 1 U. S. Nuclear Regulatory Commission Washington, D. C. 20555 Gentlemen:

Subject:

Docket No. 50-206 SEP Topic 111-6, Seismic Design Considerations Multiple Level Response Spectra Analysis San Onofre Nuclear Generating Station Unit 1 In a meeting with the NRC Staff on November 26, 1985, SCE discussed the use of the damping values included in Code Case No. N411 to Section III of the ASME Code ("PVRC Damping") in conjunction with Multiple Level Response Spectra (MLRS) analysis techniques. This combination is considered appropriate for use in the seismic reevaluation of San Onofre Unit 1 since the contributions of various levels in the MLRS seismic analysis are combined by absolute summation. A report documenting the acceptability of the use of PVRC damping with MLRS techniques was provided to the NRC Staff and their consultants during a meeting on January 7 - 10, 1986. That report is provided as an enclosure to this letter.
