Letter from J. A. Zwolinski, NRC, to K. P. Baskin, SCE, dated February 8, 1985 In conjunction with the issuance of Amendment No. 87 by the reference letter, you requested revised proposed acceptance criteria relating to air lock testing. The Safety Evaluation concluded that the proposed acceptance criteria were unacceptable based on the proposed value being substantially greater than what has normally been accepted by the staff.
Since the proposed acceptance criteria are based on the results of previous testing (including a minor allowance for fluctuation), proposal of lower acceptance criteria at this time would conflict with the existing plant design. It is, therefore, our intention to replace the air lock seals and make certain design modifications to the air lock in order to minimize leakage. This work will be conducted during the next outage of sufficient duration. Upon completion, leak testing will be performed to determine appropriate acceptance criteria. Subsequently, a proposed change to the Technical Specifications to incorporate these acceptance criteria will be submitted.
In conjunction with that submittal, acceptance criteria for seal tests of the active and passive containment ventilation isolation valves will be proposed.
Prior to submittal of the above acceptance criteria, surveillance testing will be performed as required. The existing acceptance criteria for combined type B and C testing will ensure any significant degradation of performance will be detected and corrected as necessary.
