Docket Nos. 50-206, 50-361 and 50-362 Emergency Plan San Onofre Nuclear Generating Station Units 1, 2 and 3 This report is submitted in accordance with 10 CFR 50.54(q) which requires such a report if a change is made to an emergency plan without prior Commission approval.
On December 21, 1984, Southern California Edison adopted a revision to the San Onofre Units 1, 2 and 3 Emergency Plan.
Two copies of the revised Emergency Plan were previously transmitted to Mr. R. F. Fish of your organization and two additional copies are enclosed with this letter for the Document Control Desk at NRC Headquarters. Attached to this letter is a description of the revision, a determination that the Emergency Plan, as changed, continues to comply with the requirements of 10 CFR 50.47(b) and 10 CFR 50, Appendix E.
Revised Emergency Plan Implementing Procedures will be transmitted to you under separate cover.

Docket 50-206 50-361 50-362 Attachment Description of Change This revision to the San Onofre Nuclear Generating Station Emergency Plan contains the following changes:
- 1.
Certain definitions were revised to reflect current NRC guidance.
- 2.
Portions of Section 4 regarding classification of emergencies were revised to minimize redundancy and smooth the flow of information.
- 3.
Duty assignments for Emergency Response Team members and emergency organization charts were revised.
- 4.
Tables in Section 7 were updated and revised to reflect typical equipment lists.
- 5. Current letters of Agreement and Mutual Aid Agreements were included in Appendix A.
- 6.
Appendix F, Manual of Emergency Events (MEE), was removed from the Emergency Plan and will be issued as a separate stand-alone manual.
The MEE was developed for offsite agency use and need not be a specific part of the station emergency plan.
- 7.
In general the emergency plan was revised to minimize redundancy between descriptions for Unit 1 and Units 2 and 3.
Effectiveness Determination This revision to the Emergency Plan conforms to the planning standard and criteria specified in Section II.P.4 of NUREG-0654, Revision 1 which states that the licensee shall update its plan and agreements as needed on an annual basis. The update shall take into account changes identified by drills and exercises. The changes described above conform to this guidance.
It is therefore considered that this revision does not decrease the overall effectiveness of the Emergency Plan and may be made without prior NRC approval.
Compliance Determination Based on the discussion above, it is determined that this change to the Emergency Plan meets the standards of 10 CFR 50.47(b) and complies with the requirements of 10 CFR 50, Appendix E.
