Subject:

Return to Service Requirements Regarding TDI Emergency Diesel Generators.

As Enclosure 1 to the referenced letter, Southern California Edison Company transmitted a list of inspections and tests to be performed on the San Onofre Nuclear Generating Station Unit 1 emergency diesel generators, prior to plant re-start. Based on a telephone discussion of September 6, 1984, between Mr. D. F. Pilmer of Southern California Edison and Ms. E.

McKenna of NRC, Item B (b) of Enclosure I should be revised to read as follows:

"b. Two fast starts by simulating an ESF signal with the engine in ready-standby status.

These tests may be either (1) done as part of two regular refueling interval tests, one of which simulates a safety injection signal and the other of which simulates a safety injection signal in conjunction with loss of offsite power or (2) done in Modes 3 or 4 without actual loading of the diesel generator."

The above revision is the result of physical limitations of the engine governor control system, which preclude implementing the tests as described in the referenced letter.
