SUBJECT:
ISSUANCE OF OPERATING LICENSE FOR SAN ONOFRE 3 This is to advise you that the staff expects that it will issue an operating license to Southern California Edison authorizing fuel loading and operation up to 5% of full power for San Onofre Unit 3 on or before November 15, 1982.
The facility license wi11 not be issued until an outstanding allegation has been resolved and a sufficient number of operators and senior operators have been licensed to operate the plant.
